CF-19 MK1 modem switch

I removed an EVDO for sprint, and put in a Sierra Wireless for AT&T, moved dip switches to what I thought were on, as I saw on here. I can't see if there have been any changes....I know it is supposed to use a sim card, is that what is missing. I have checked bios, rebooted, still nothing. Any ideas or help here?

Make sure you pull battery and power an all and hold down power button for 30 seconds to drain residual power!

If you changed it with the battery in there the changes won't take effect.
