Edit: Waaaait a minute. This was already running Linux for years and I never managed to get it working even then. I removed the SSD from that CF-29 with the OS still installed and slapped it in a CF-19 and the touch screen worked.
Looks like I have a dud. I know it's half-working because in the CF-29 I can see it in BIOS and the Linux OS I was using recognized the Fujitsu Touchpad, but wouldn't actually work.
