First guess is the cable is bad...Usually they go bad around the hinge assembly.

They changed the TSPCB (yep, that's it's name) connector for some of the 19 series. Where the CF-29 had a rugged spring loaded connector the 19's (some/most/all?) have the little flimsy brown slide. That is where it should be taped down.
Pull the lid and take a look.
I had one CF-18 with a broken wire around the swivel hub....still working after my repair as far as I know. Like soldering hair. Quick check might be to swivel it around and see if you get reaction.
If not the wire and not the TSPCB then it's panel de-lamination. Common for MK1.....instant fix with a new panel.

That might be ok for most laptops but since your Toughbook is XP then it will only let you use the XP Restore Disk. If you try to use the Vista restore disk it will tell you that it's the wrong one for this 19 and will shut down + I am not even sure if there is one for the 19MK1. Remember these restore disks is not like most disk, these are a image of the harddrive when it left the factory.
