CF-19C, EU860D MiniCard on ATT with Error 668

Hello, I have a Mk1 CF19 that I bought on eBay a while back. I finally got around to going to ATT and see about setting it up on my mobile plan. Everything seemed to work with ATT Comm Manager, but when trying to connect to the network, Error 668 was given. I was at the store when this happened and the employee called ATT with no help. The phone call lasted around an hour with numerous tries on fixing this. He told me the laptop may not be supported anymore. I was wondering if anyone has had this error before and if it can be fixed.

OK Brian the basics: What is your full model number from bios?
Also is it XPP, XPTablet, W7 and I have to ask W8? IOW what OS.
People don't seem to like this but did you use Panasonic restore disc?
Presently I don't have a CF-19 MK1 BUT I know who does.:D
BS on the laptop not supported BTW.

Enough questions for one go around. Go slow, start here and we will get done quick. Yeah, yeah I watched MIB last night BUT you have come to the "best of the best".

Big question...what continent are you on. Relates to wireless gizmos.

OT (off topic) me having to ask for a full model number is a waste of band-width. Please Brian, no offense, I am talking to everyone....I'm basically a teacher. One more thing...Over and over and over people ask about Restore Disks....my friend this is not a W7 disk from grandma's Dell. IOW they ask and........,...we tell...... FACTORY RESTORE...and they say well I found this ol' Win 7 for a @#$%^& Computer under the desk and it is working.
THEN the questions start.

I can't access BIOS. Before I could, but after adding an aftermarket GPS, I had to reset it and BIOS is now locked. No clue on the password. The OS is XP Service Pack 3. I don't have the Panasonic restore disc either, but it was supposedly restored to factory settings when I bought it. And I'm in the US. I'll get a screen shot soon.

The poor signal and network congestion shouldn't be the case (per the ATT employee) and the SIM card was activated.

The problem is computers are logical so it's either one of the above or a condition leading to one of the above.
Bad sim card.
Faulty antenna or leads.
Antenna not plugged in.
You have dip switches, yes?

I'd like a shot of your device manager.

Can someone with ATT check this out.

I've only used Gobi 2000 Verizon. No sim.
I expect at least one other entry under USB?
Rob says any time you change dip switch settings that a power pull reset is required. You have the battery and power unplugged anyway right?.....just hold the switch on for a couple cycles to drain mobo memory.
