Apparently, this is a modded CF-31 Mk3 BIOS which I am considering flashing, but he is having issues to do it.

How do I flash this?

Only way is to remove the BIOS chip and use a programmer. You need to do the BIOS dump with the programmer as well.
I tried for several months on a CF31 mk3. Software fails every time.
