No idea, Telstra is the primary telco in Australia, and owns the majority of the infrastructure, I *think* optus leases access to a lot of the network but also own thier own gear.

As for why the Vodaphone firmware works, I'd have to look into who owns what and who has reciprocal agreements to find out.
