There's no mention of a WWAN module installed, so you can just buy one that's compatible with both your network and your Toughbook.

full model number from your ebay ad is

CF-30F3SAXAM

original specs were this

Model Number: CF-30F3SAXAM
Status: DISCONTINUED
MSRP: $3,499
Description: WinXP (Vista COA), Intel Core 2 Duo L7500 1.60GHz (Centrino), 13.3" XGA Non Touch, 80GB, 1GB, Intel 802.11a/b/g, TPM1.2, Bluetooth, Wireless Ready, No Drive

You need to buy a WWAN sled and install it. Gobi's should work worldwide as far as I know.

Exactly. No module installed, just an empty sled.

Looks like an EU860D. With a little bit of googling you might be able to confirm that it operates on 850, 1900, and 2100 MHz bands on HSDPA and UMTS networks at 7.2Mbps. Ask the seller if it's carrier locked or just slap in your SIM card and hope for the best.
