I used to make unsolicited offers but often got no reply. Sometimes it turned into a good dialog when the seller had a lot/multiple items and was motivated to sell them all cheap. But most eBay sellers think their stuff is worth more than it really is . . .

If i've been looking for something a long time and it comes up as an auction i sometimes message them and say "i'm happy to let the auction run but if you have a price in mind let me know." Saves being annoyed when the auction disappears because someone else took the initiative.

But i let them suggest the price, if it's low i go for it, if it's high i might suggest a lower price or just wait for the auction to end and probably get it for less than they thought it was worth.

Right now, I have a Buy it Now sale in mind....No auction terms at all...I'm cool with waiting for a true auction to end and take my chances..
Last night, I did make a "reasonable" offer in messages....But so far I have got no response....
It's not a high dollar sale, but he has been sitting on it for a while..
I tend to agree with Ken, a lot of Ebay sellers are just delusional..and I am cheap/poor..
Even with a Best Offer button, many times it seems they would rather keep paying the Ebay fees to re-list rather than accept a few dollars less....

I've had stuff on ebay for months before. Sometimes it's the only sensible way. For a rare item with not many buyers around if i put it on as an auction i have to hope at least 2 serious people happen to find it in that 10 days. So i put it as BIN for the most i can reasonably expect and wait for one serious buyer to come along. If it's something that's been sitting around for years no point being in a rush to sell it. I'm convinced it's possible to make a living buying things at auction (when i get lucky and no one else is bidding) and reselling it as a BIN. Should be possible to semi-automate the finding and bidding and re-listing...

He accepted my offer..I saved 20%..
Unless I am in a lowball dickhead mood..I try to keep offers at about 75% of asking price...

It was just a DVD drive for a Toughbook..
