Who will help me to buy touch screen?

Hello.
8 months ago in eBay, I bought a Panasonic CF-19.
I was hoping that this is a quality computer.
is now not working touch screen......
I live in Russia and there is no possibility to buy the touchscreen.
In America no friends. I found on eBay a touchscreen, but the seller does not deliver to Russia
Who will help me to buy touch screen?
I am writing here, because nowhere
I'll pay you expenses, do I need to repair laptop.
